AMC Genk, the operator of the Horensbergdam motocross track in Genk, has received a new permit from the Provincial Government. However, Dylan Elen, chairman of the non-profit organization Limburgse Milieukoepel, has announced an appeal against the decision.
AMC Genk's permit expires next year. The site also houses a model car track and a karting circuit; the latter received a new permit last year and was recently sold. Now, AMC Genk is applying for a new permit for the main circuit (outdoors), an indoor circuit, and a test track, totaling nearly 11 hectares.
The province has imposed strict conditions on this permanent permit. For example, an annual calendar must be drawn up each year, distinguishing between races and events, including the noise category. Noise is the biggest point of contention: AMC Genk must strictly enforce noise standards, with a measuring station 7,5 meters from the circuit that automatically records all exceedances. The limit is 101 dB; violators must leave the circuit immediately, and all measurement data must be published online.
Provincial Executive Member Inge Moors (CD&V) emphasizes that the project has been assessed by experts and an environmental impact report. According to the province, the circuit is important for motocross in Limburg.
The Limburg Environmental Association regrets that no mandatory switch to electric motors is provided and criticizes the new noise measurement method, which they say is not yet fully developed. They are appealing the permit and hope for intervention by the competent minister.
Permit conditions
- The circuit may be open every day except Tuesdays.
- Maximum 20 Mondays and Fridays per year for training, test drives and education.
- Maximum 15 matches per year.
- Driving times are limited to 8am to 19pm.
- An annual calendar must be drawn up annually, with a clear distinction between competitions and events and the noise category for each.
- Renovations are required: the club is allowed to demolish the cafeteria and warehouse and replace them with a new building, warehouse with a green roof, and a new car wash for up to ten vehicles at a time.
- There is a permanent noise control 7,5 meters from the circuit, which records any exceedance; vehicles are not allowed to exceed 101 dB.
- Riders who violate noise regulations must leave the circuit immediately; all measurements and violations must be published on the club website.
- The permit is valid for an indefinite period, but the decision can be appealed within 30 days of publication.
